The Think To DO Institute exists to mobilize expertise and ideas to influence the policy making process on the Island of Curacao. The four

essential elements of the work that is done by the Institute will be:

1. Good Ideas based in evidence,

2. A coalition of actors to support those ideas,

3. The institutional capacity (including resources) to nurture and shepherd those ideas in a dynamic context,

4. Ability to seize the moment when the time is right.

The Institute's mission is to peddle influence in the best sense of the word. At its best, the Institute will possess the ability to capture the

political imagination by brokering ideas, stimulating public debate, and offering creative yet practical solutions to tackle the world's most

pressing problems.

The Think to DO Institute aims to

1. Bridge the gap between research and policy-making,

3. Interpret changing dynamics around best practice,

4. Collaborate with and through continuing consultation across the spectrum of stakeholders to allow many of the many

viewpoints to be argued through public debate, bringing awareness to blinding biases and allowing for global perspectives to

Core Work

The underlying work thread is to push change. By networking with a selective network of think tanks around the world, the Institute

focuses on essential good ideas best practice and key policies that can offer solutions at the local, regional and global levels.

Through its comparative research and varied bench of researchers, the Institute:

1. Assists policy makers to develop effective responses to key issues,

2. Plays a constructive role in negotiating change through evidence-based assessments,

3. Generates effective recommendations and solutions,

4. Assist the change process by offering strategies to "leap frog" to proven policy, processes and results from other societies

that propel societal change.

Products include white papers, policy models, community forums, leadership training forums, and mobilization of expertise to influence

the policy-making process. Recognizing the world is facing enormous, undeniable problems. The Think to DO Institute will select the most

challenging of these worldwide problems that, when addressed, will lead to the best solutions for the local community-at-large.

Research Structure

Because of the scale of the island and the limited access to local expertise and research structures, the Think to DO Institute will structure

its research teams with both local and international researchers representing other recognized think tanks and research processes. Each

team will be formed in such a way to have balance and independence from local, regional or global political or private sector influence.

Independence

A private foundation structure will be the legal structure of the Think Tank. The founders and primary donors will form a board of

directors who will oversee the work of the foundation and its staff and flexible bench of experts. A staff supports the foundation. Private

donations from other individuals, groups or other foundations are the foundation of the funding. These donations come without

restriction or attempts to influence the work of the foundation. Further resources can be pursued through grants with other think tanks

or funders of research across the globe.

Telecommunications/ Policy tasks

The frameworks for the policy-related tasks and supervisory authority in the field of telecommunications are legally included in the National Ordinance on Telecommunications Provisions (Government Gazette 2011, no. 37). This is also the basis for the operational core tasks (administrative and legal) that BT&P carries out on a daily basis. The policy-related tasks within the sectoral field of activity of telecommunications include

The development of telecommunications policy frameworks;
The implementation and execution of policy frameworks in the field of telecommunications as established by the Minister;
The implementation and execution of policy frameworks in the field of telecommunications as established by the Minister;
Drafting of national laws and regulations relating to telecommunications;
Performing activities in the field of telecommunications by or pursuant to national ordinance;
To promote the interests of Curaçao in the field of telecommunications at the Kingdom, regional and international level, as directed by the Cabinet;
To issue advice to the Minister and, on request, to the members of the cabinet on the aforementioned points;
Advising on request or otherwise providing services for government services and third parties with regard to telecommunication matters;

To perform other activities on behalf of the Minister;

For the performance of other activities on behalf of or pursuant to National Ordinance on Supervision;
The legal preconditions as laid down in the National Ordinance on Telecommunications Regulations, Government Gazette, 2011, no.37), for the supervision by BT&P of, among other things, the telecommunications sector, reflect the main points of:

The technical requirements of the telecommunications peripheral equipment and infrastructure;
